Do you need a permit to remodel in the Houston area?

Permits are the part of a remodel nobody enjoys thinking about, right up until an unpermitted job blocks a home sale or an inspector red-tags a project. The rules vary by city and county across the Houston area, but the principles are consistent. Here is what homeowners should know.

Work that usually needs a permit

  • Structural changes - removing or moving walls, altering framing.
  • Electrical, plumbing, and mechanical work beyond simple like-for-like swaps.
  • Additions and anything that changes the home's footprint.
  • Water heater and some HVAC replacements.

Work that usually does not

  • Cosmetic updates like paint, flooring, and cabinet refinishing.
  • Direct fixture replacements that do not move plumbing or wiring.
  • Trim, doors, and similar finish work.

The gray area is wide, and jurisdictions differ - the City of Houston, Katy, Fulshear, and the various county areas each have their own rules. That is exactly why the contractor should own this, not you.

What permits cost around here

Some good news: actual permit fees in our area are smaller than national articles suggest, because Texas law bars cities from pricing home permits off your project’s value. As of 2026, a bathroom remodel inside the City of Houston typically runs about $300 to $500 in combined building and trade permits, and a kitchen about $450 to $700. The City of Katy generally lands between $75 and $400 for an interior remodel. In unincorporated Harris County, an interior-only remodel outside a floodplain usually needs no county building permit at all, and Fort Bend County’s published fees run about $100 to $250 when a development permit applies. Two cautions: fees change, and floodplain, septic, structural or addition work changes the answer, so the permit office for your specific address gets the final word. And never let anyone start permit-required work before the permit is issued. Some counties double the fee when work starts first.

Why permits protect you

A permit is not just red tape. It means the work is inspected and on record. Unpermitted work can:

  • Stall or kill a home sale when it shows up in inspection.
  • Void insurance claims if unpermitted work is involved in a loss.
  • Force you to tear out and redo compliant work later, at your cost.
